The City of Santa Clara has designated in its General Plan a 17-acre parcel midway between the Foundation’s two existing facilities for residential housing and a one-acre public park. The property is located at 90 North Winchester Boulevard, formerly occupied by the University of California’s Bay Area Research and Extension Center (BAREC). The site lies within an existing, well-established mixed use neighborhood. Immediately adjacent to the parcel are single family residences within walking distance of two major retail centers, Valley Fair and Santana Row. The site is served by existing bus routes.
In early 2003, shortly after the State of California listed this property as surplus, the Chair of the Santa Clara Methodist Retirement Foundation’s (SCMRF) Goals and Projections Committee and its Executive Officer learned of the City of Santa Clara’s intention to include affordable senior housing on approximately six acres of the site. This decision was supported by the reuse planning principles for the property which the City had, after a series of Community and City Commission meetings, adopted in February 2003. In July 2005, the City’s Redevelopment Agency entered into an agreement with the State of California to purchase six acres for affordable housing for seniors. SCMRF and Charities Housing Development Corporation (CHDC) were selected as the operator/developer for the project. SummerHill Homes was selected by the State of California to develop the remaining 11 acres, including a one-acre community park. The senior portion of the residential community will consist of 162 one-bedroom affordable housing units in two buildings of three and four stories. Included within each building will be areas for community activities and the delivery of supportive services to allow residents to live as independently as possible. The large landscaped area adjacent to the buildings, which is part of the senior housing component, will be developed by management for programs benefiting the seniors and the broader community.
